The idea the psalmist presents is that the leader of the heavenly host setting it's camp around David's abode.

30. It Takes More Than Doing
A. Not everyone who claims to be a follower of Jesus will make it into heaven!
B. Who will make it according to verse 21?

E. Did their “doing” qualify them for heaven?
The answer to why they did not qualify is found in verse 23.
They were “doing” but they did not “know” Jesus.
